Repot the rubber plant. When its that root-bound, its almost impossible
for the roots to get any water. You are going to have to make sure the
roots are not totally wrapped before putting it into a new pot. This
means that some of them will probably have to be cut off. This may
sound like it will harm the plant, but its actually good for them.
I would also suggest moving it to a place that is a little lighter.
