The first number is the percentage of nitrogen which promotes growth and
keeps the leaves green. The second is phosphate which promotes flowering
and the third is potassium which helps with seed setting and good cell
structure.
For green plants a fertilizer with the numbers all the same 20-20-20, for
instance, is good. Choose one with a high middle number for flowering plants.
