I suspect the halide light does well for the given area it is in, but not all
the way throughout the growing perimeters.  Unless you add more light --
fluorescent, etc. -- the suggestion given on line would be to simply not grow
for bloom, but for green: philodendron, ivies, selaginellas . . . ferns.  You
may want to add a fluorescent light garden with several shelves in the old
time tested manner, elsewhere in your home for your "blooming" urges.
