I would guess if mealy bugs are breeding in numbers in your plant collection
something more than swabbing plants with alcohol is needed.

If you can keep plants in a frost free place, not indoors, for 24 hours you
might spray with something  more potent.  I would ask an extension agent what
is available in your state.

You may need to weed out the most infected and start with clean plants.

My worst pest in the cold months is spider mites.  I watch for these pests
daily.
