You have to make sure you get a good section of stem along with the leaf.
I don't think the leaves by themselves will do anything. When mine got too
leggy, I took about 4" of stem off the plant, put it in water, and it started
getting roots within a week.

You could cut the plant back to about 6" or so. The only thing is that
pothos doesn't branch much (at least mine doesn't). What I do to make
mine fuller is root a few sections of stem and then stick them in the pot
with the rest of the plant.
