Unknown pest

I have these very small brown narrow bugs that are digging into my Oleandar
where the leaf meets the stem. As a result the plant is dropping whole green
leaves. Does anyone know what these are and how to treat them? They almost
look like splinters from wood. There's no other signs of bugs or sickeness.
