julie, i have had splinter-like bugs before but they were not brown, they were
whitish. they are a type of aphids. they are easily taken care of with soapy
water that is sprayed on them. same treatment will work with scale, if that's
what they are. i use at home safers insecticidal soap but other people i know
have used sunspray oil with good results.
