Plant lights

I asked the "Garden" man at Home Depot about plant lights.  He said that 
they are not necessary if the room your plant is in has regular lighting.  
Is this right?

Most of my plants are in my dining room on a baker's rack.  They are not 
facing any windows.  They are next to a west window and the north window 
has blinds so rays may not get to them.
