I don't know what happened to my Peace HT, but it appears to be dead as a
doornail. All of my other roses are either budding or are already starting
to bloom and Peace doesn't even have any leaves.

Where are you located? I live in Texas and my Peace didn't start to get
leaves until way after all the rest of my roses did. In fact, I already had
my first rose from my Mister Lincoln before my Peace ever started to get
leaves! I had just about given up hope myself when I noticed tiny little
leaf buds!
Unless it's black to where you KNOW it's dead... don't give up hope!
