A systemic insecticide will turn the whole plant poisonous. Anything
that eats the plant dies. You might want to spray them with dormant
oil to help smother eggs.
As far as cutting the canes back in fall I don't do that. Didn't
even when I lived in the Boise area(tended to get *really* cold). I
did mulch them really well tho. Used circles of hardware cloth
filled with leaves and sawdust. Didn't look too awful.
