[Rose-list] Problems with new leaves

The new leaves on my Souvenir de Dr. Jarmain looks as though they are burnt
or dried out.  It should be getting plenty of water as I have an irrigation
system.  Any ideas on what might be causing it?

The bush is 3 years old and this is the first year it has really good growth
and flowers.  It was a bare root from Heirloom.
