Once you have Japanese Beetles, they eat just about anything!  Yes, they
will definitely eat rose leaves, including the rugosas.  However, I didn't
see one bug last year.  I sprayed my lawn with that stuff that's supposed
to kill their larvae.  Seemed to work; either that or it's the weather.

When I do get them, I knock them off the leaves into soapy water.  One time
I sprayed with an insecticidal soap and my roses sulked the rest of the
summer even though it was supposed to be organic.

Go figure.
