Right or wrong I'm not sure, but that's what I do too.  I  leave the old
cane stumps and prune them off the next year.  I figure I don't want to
over-stess the poor thing.   Nice to have own-root roses, so if it does die
back you've not always lost the entire rose.

I have shrub roses FULL of rose buds, but the weather turned cold and wet
this week. I've had a Lady Bank alba bud 1/2 open for nearly 2 weeks.  It's
under the eves of my house so it's stayed out of much of the rain.  Rainier,
Oregon.
