And most other perennials as well.  But you're
right, herbs usually like drier conditions.  You
could "spot water" and fertilize roses in these
conditions, I suppose, but I have never tried it
myself.

The only thing I would worry about there is
that roses like to be fed
(fertilized) and watered frequently, and some
herbs absolutely do not.
Most herbs thrive in poorer conditions and I'm
afraid your roses would
perish at their expense.
Roses absolutely thrive with onions or garlic
though.
