Yes you can implement a design over several years--in fact, most of us have
to as we can't afford to implement all at once. You can start with one bed
and then move on to the next, or you can dig them all and fill in with
annuals and perennials, which you can remove or move for each new rose.
Many rose growers have some of their plants from cuttings from others, so
it takes time to get a garden size plant. It sounds like great fun ahead
of you!
