That depends on the severity of winter in your area - in milder climates of
the Northern Hemisphere, Dec-Jan. timeframe, later (first hint of Spring) in
more severe climates.

Mulch isn't required, but is quite beneficial.

Wow! That's a pretty broad question... I'll ponder that one!
There are several rose societies throughout the U.K., that can provide
specifics regarding pruning times, best mulching material, etc. Also, some
of the best rose books available were written by British authors, in
particular, Peter Beales has written a few good rose books that you should
