Sorry, but I think you're referring to carrot rust fly larva damage, and
that has nothing to do with manure. Carrot rust flies fly (fancy that!)
over carrots and drop eggs into the soil. Eggs hatch and the larvae burrow
into carrots leaving terrible damage. 

Fresh manure just causes increased forking in carrots. Margaret L
