Here in KY I use the PVC and plastic covers. The tobacco farmers
use them to cover float beds (think of digging out one square a
few inches, lining it with black plastic, filling it with water,
then covering it with a greenhouse). Styrofoam planting trays are
readily available in lots of sizes to float on the water for
starting seedlings. I don't grow tobacco, but stole the idea and
start all my seedlings in one. It works great!!
One thing I did to make mine sturdier: I drilled a hole through
the base pipe and the smaller flexible pipe about halfway up the
base pipe. Then, I stick a large nail through the hole to anchor
the flexible pipe just where I want it. Easy to disassemble when
you're done. One thing to note is if you don't buy UV stabilized
plastic, it will disintegrate in a few months and make a big mess.
If you make the base pipes about 12-15" tall you can lay a
sunshade on top during really hot weather too.
