Bob, I am in process of building a bed with 3 layers of blocks in staggered 
formation, I will be putting rebar thru the holes in the blocks to help 
anchor them.  By stacking them 3 high I will end up with a bed that is two 
feet high and that will be much easier on my back.  I too want to keep my 
options open on this bed so am not going to mortar them.  On every other 
piece of rebar I want to install a 10 foot piece of schedule 40 PVC pipe to 
form a hoop over the bed so I can use plastic to extend the season or to use 
screening to keep the bugs out.  

I would say go for the blocks and the wider blocks will give you a stronger 
foundation for the weight of all that soil in the bed which will have a 
tendancy to want to push the sides out.  Use rebar or stakes to help keep 
stability.
