There is a planting guide for Madison at
http://extremist.uwex.edu/ces/pubs/pdf/A1653.pdf
on page 5 of the pub, viewable online but not printable.  They recommend
planting "... 1-2 weeks later along the lower lake shore ..." which should
include Milwaukee.  This along with the climate site Scott posted should
should help you more than knowing the USDA zone.

I looked around their site using their search tool with keyword "vegetables"
and found lots of good gardening information that is viewable, but not
printable (wish I knew how they do that).
