I agree that temperature plays a role. I followed a similar schedule here in Portland OR. However I transpanted my lettuce into a cold frame (arched 1/2 inch PVC covered by thick plastic ). Some of it's almost ready for thinning and the peas I direct sowed in the cold frame are about 8-10 inches tall. The peas I direct sowed in an open bed are about 2-4 inches, the lettuce starts in the open bed are about half the size of the cold frame ones. I wasn't planning on transplanting my tomatoes outside until May 1, when the bulk of the heavy rain is over and the night temperatures are above 50.----------

What temperatures are you having? Anything below 60 can slow things
down dramatically. Probably some more Northern folks can say more, my
only experience is with refrigerated plants... They slow down to almost
nothing at 60.
