My understanding is that modern refrigerators are so much more efficient
that they are not as warm on top as they once were. If you have a gas
stove, your seeds will be VERY happy in a glass dish above the pilot
light, either in cellpacks or wrapped in paper towels and plastic (be
sure to loosely cover the cellpacks with plastic, too, so the moisture
stays in.

You can also use an ordinary heating pad, but I have qualms about
leaving one turned on when no one's home.
