It's best to plant in the fall. Across southern Canada at least the traditional
garlic planting date is October 12th. One (or even two?) weeks one way or the
other is still okay. The idea behind the date is that you want to plant the
garlic so that it has a little growing time in the fall to put down roots before
the ground freezes, but not so much time that it sends up much (or any) greens
above the soil. You don't want the garlic cloves to invest much of their
precious energy reserves on leaves that may be killed off by the cold. You can
plant in the early spring and get away with it, but it is not as likely to be
as large a harvest.

I would look for good locally grown garlic to use as seed. Garlic is sensitive
to the length of day to control it's bulbing, so a variety that is good for the
south might not do so well in the north, and vice versa. It's nice to have more
than one variety, with some "hardneck" (longer keepers, smaller cloves, tend to
be hotter) and some "softneck" types (generally bigger cloves, milder, shorter
keeper, you can braid it). Select and plant the largest and healthiest cloves
from each bulb, this will ensure the chances of a good harvest.

Cheers!
