sterilizing my garden


I've had some trouble with disease in the last few seasons and with work I
haven't been able to put anything in this year.  It's been terribly hot and
seems like it might be a good time to sterilize the garden with the sun and
some plastic.  I remember people talking about it, but I've never done it
before and I'm not sure of the procedure.  I gather that I need clear plastic.
Do I completely clear the ground (there's some grass and remains, pretty
thick), do I wet the ground (it's really dry right now and little chance of
any real rain) and how long do I leave it in place?  Thanks a lot, I'm hopeing
that this and some bug sentry duty and good soil ammending, will help with my
problem.  Oh, and should I put all the good stuff in the soil first or after I
