The National Organic Program  Proposed Rule Fact Sheet:

One interesting item on the Certification Fact Sheet states that Farms and 
handling operations that sell less than $5,000 worth per year in total ag 
products do not need to be certified.
A few other things I found curious:  FDA will allow irradiation to be used 
on food products, yet, 'restricts' use of livestock manures (both raw and 
composted) on crops intended for human consumption.

Anyone remotely interested in organic gardening, I suggest you request a 
copy for yourself.
