Either may be the case.

First, they like a moderate amount only.
Second, they like a warm soil, which drains well, so what you put on may be
too little or too much.
Get a $4 water meter. Or dig a fewinches away, where the roots reach, and
down, the same with a spoon and check with fingers for moisture content.

Error on the low side.

If within 30 days, consider the nursery (say a home store, not a real nursery)
may have already killed it. It just rolled over at home.
Check.

Mine had mold trouble.
Planted it into a "forest compost mix" which had a high sawdust content. 2 of
3 recovered. I did the bonsai almost, 3 in a 15x12dp white pot inside, sunny
litchen windowe. Went back to old soil mix, (WASHED roots off hard, but
supported on my hand).
Keep us posted. Mine were pruned heavily, 3 types incl reg bell, and only 12"
high. gave 1" peppers.
