I've been online since about 1993-1994 and this message(or something similar) was floating around at that time. Usually the dead give away that it is a fabrication (and spam) are the words 'send this to everyone you know' usually found somewhere in the text.

Be careful what you read.  This hoax has been going around the email 
circuit for about 2 years now.  Gov. Leavitt of Utah has been trying 
to do this for years.  He has very little support.  

There are sites out there that debunk hoaxes like this one.  I wish I 
still had the URL, but I have found that the emails that increase 
panic rather than diffuse panic are hoaxes.
