I don't doubt you are right to a point but I just checked the facts. If
you go to
the site and select perennials you will see in bold letters at the top of
the list
" We don't mail order perennials. Pickup only." That is for perennials not
annuals
which are undoubtedly shipped all over. They would not put so much work
into a
local only site.
