Rhubarb leaves contain oxalic acid, I think the concentration is
approximately 0.6%. Oxalic acid is pretty toxic stuff. I would
expect it get broken down in the soil fairly quicky. As to whether
to compost them or not, I'm sure it depends on how much you compost
and how much you mix it with. I compost my rhubarb leaves and don't
worry about it. If you get through a lot of rhubarb and don't make
much other compost it might be a different matter though.
