I have never had a problem with broccoli.  I live in Zone 5.  Last 
year I planted just 4 plants, 'cuz I wanted to try it with the sq. 
ft. method.  I had 2 crops from the same plants, and no friendly bugs 
eating it.  This year I plan to do a full 4 x 8 area with broccoli 
then blanch and freeze the stuff.  I should add that I planted 
seedlings, not seeds.  I wonder if you plant them early enough, or 
have you planted marigolds around them as a natural way to exclude 
the pests?  Have you isolated the pest thats eating your broccoli?
