Hi from Adelphi, MD, just inside the Washington, DC, beltway.

Seeds for heat-loving veggies like tomatoes and eggplant should not be 
started yet.  About Feb. 20 would be good for eggplant and peppers and 
March 1 for tomatoes.

If you're considering starting your own flowers indoors for later 
transplant, now is good for lisianthis or geraniums or vinca or impatiens 
or pansies.  The first four of these either take a while to germinate or 
require a fair amount of time for vegetative growth before they bloom.  The 
pansies are almost perennials here and can stand to be transplanted out 
well before our last frost date.

If you're located in eastern or southern Maryland, the normal time for 
outplanting veggies or tender annual flowers like the first three above is 
the first week in May.  In many years, we have our last frost well before 
that.  However, in 1998 we had a killing frost here on May 11.  Lucky for 
me, that year I was tardy on getting my stuff out of the basement and into 
the garden.  My toms etc. went in on May 23, so I actually HAD a garden 
that year.  Everybody else lost what they'd already put out.
