I do not believe that having sqft plots requires raised beds unless drainage
is a problem but some people may disagree.   I never added soil to my beds.
But they became higher than the walkways only because of adding compost and
tilling which aerated the soil and caused it to be raised.  At first I just
used raised earth berms to prevent water runoff from irrigation.  After a
few years, I added the cinder block borders to contain the richer soil.  In
our area, raised beds are usually not a good thing because the hot, dry
desert breezes tend to dry out the beds much faster, especially around the
edges which is another reason for using the blocks to provide more
insulation.  -Olin
