cucumber beetles

Hi.  I've lost 2 cucumber plants now.  I guess its due to cucumber beetles,
since I have hand picked them everyday for the past month or so.  I was
growing Amira and Lemon from seed that I purchased from The Cooks Garden
online. Well, I'm planting new seed now and hope to get a crop before summer
is over.  I only get like 6 cucumbers total this year before pulling the
plants.  They were becoming badly wilted.  

Any suggestions for preventing this problem in the future since I just
planted the seeds tonight.  I've heard of row covers, dont know what they are
though.  How do you implement them in a square foot garden?
