When did you put them out?  How big are they now?  Do they have any
flowers on them?

Peppers will stop growing below a certain temperature, being the heat lovers
they are.  If they stay cool for too long a period when they are small they can
get stunted, hopefully this isn't what happened to yours.

Best bet (what has worked well for me) is potting on to large containers and
keep them in the warm shelter of the greenhouse until the nighttime temperatures
are staying above 50F or until they're 1' tall, whichever comes first.  We also
cover them, they're growing in a hoophouse so are protected from the rain and
the worst of the cool winds.  They are finicky guys to grow up here in the great
white north, but totally doable ... our plants are now well established in the
garden and budding up for a major bloom.
