No, they don't sound that bad, certainly not stunted.  Sure, they're going to
grow slower while the weather's cool but when it warms up they'll grow faster.
Peppers are slow growers at the best of times.  Maybe give them a feed of fish
and seaweed if they don't look dark green enough ...

Our mountain climate can be cool in the summer too, we are really at the
weather's whim.  You can still have a great garden with a few tricks.
