Why?

A properly installed fence will HURT, but it won't cause any actual damage,
to animals or to people.

I've used electric fencing around horses for years.  Having that fencing
helps ensure that small children don't get hurt by the horses (bit,
trampled, etc.) by crawling into the horse's pen.

Just be sure you are using the right kind of electric fence charger that
puts out a relatively mild electric shock, one that is meant to be used in
this situation.  There are other ways to electrify a fence that *are* more
dangerous (such as the electrified fences around prisons).  Also be CERTAIN
you follow the charger installation instructions, do NOT put a charger that
isn't properly insulated in an outdoors area, even if it is "covered".  I
had a barn fire one year when the run in shed roof leaked onto the "indoor
rated" fence charger and shorted it out.  Fortunately, the leak put the
fire out, or else we would have had a real problem.  Either get an outdoor
rated charger, or locate the charger inside a real structure and use
insulated wire to run through the wall and then out to the location where
you want the charged fence.
