Kevin,

I left mine alone until they were tall enough to show green over the top of
the TP roll.

It was a long job to put the rolls over each plant and carefully spoon the
sifted compost between the rolls (I had transplanted the Leeks on 3"
centers)

This year I am in process of doing the same thing TO FEWER LEEKS.
