I always leave my cilantro in the same place---it just seeds down itself.  My 
problem is that it gets going so early that it is sometimes about to go to 
seed before I start to harvest it.
I believe the pods need to really dry before you could be sure the seed was 
ready.  I could be wrong though--someone else probably knows--I hope they 
will answer.
