Gray water specificly excludes toilets, which is called "black water." And,
yes, it can very easily transmit disease. Which is why human or household
pet animal wastes are not to go into the compost pile.

Many places have regulations concerning gray water. I don't know what mine
are but I intend to find out. Normally, gray water includes the kitchen sink
and the bathtub, which could contain various bacteria. I am going to
experiment with bath water, but only because I am not concerned about the
possibility of transmitting my own bacteria to myself. (And this is
minimized by not using it on root vegetables or leaf crops, that have direct
soil contact.) I actually think that the logistics of using it will keep me
from doing a whole lot.
