Your railing is probably too thick for them to get a hold. Sometimes we hang up plastic netting for the peas to grow up (they'll still need a bit of a guiding hand at times when they try to stray) and perhaps this would work well for you. Another thing we do is drive a stake in at either end of a row of peas and weave strings back and forth between them for the peas to climb upon. You don't actually need that much string, one strand every 6-12" is probably sufficient. The strings don't have to be horizontally lain, it's actually better if they criss-cross each other somewhat. This could work for your friend's peas. Peas vary in height quite a bit, depending on the variety. Some grow short and have enough tendrils intertwining between the plants that they support themselves without any fencing. Others, such as Sugar Snaps for example, can easily grow in excess of 6' tall and not only need something to climb up but also occaisional strings "coralling" them in towards the fencing.
