Small pepper plants

Hi all,

I have some pepper plants that are only about 4 inches tall, which is just
about the same size they were when I transplanted them into the garden. They
now seem to be forming buds(tiny peppers maybe?) from the crown of the
plant. My question is this, should I pinch off all of these buds so that the
plants get bigger or leave them? Does anyone have any tips as to how I can
get the plants to grow bigger? They look healthy, they just aren't growing.
I have tomatoes in the back of the bed that were planted at the same time
and they are doing great. Any one have any ideas as to what could be wrong?
