One solution to cutworms is insectivorous nematodes, available in Canada
from Natural Insect Controls (NIC) and elsewhere.

Frank---he likes toads, the big ones that eat big bugs, and the little
nematodes that eat soft-bodied buggies who are underground plant
terrorists...:-)
