	No, it is based on the Idea that if 70 degree water freezes, it will do so
before getting much below 32. Then as more 70 degree water coats the 32
degree ice, it keeps the ice from getting any colder. Then, once a good
layer has built up, the insulative properties of Ice come into play, keeping
the plant from getting hurt by the 20 degree weather.

	Actually, it is based on the fact that spraying water keeps crops from
freeze damage, the details were worked out later.
