No, that's a Ho-Mi digger...the hand version is a nice trowel
replacement...Lee Valley carries them too.

It's called a Korean or Japanese hand hoe???  They also make/made a
stand-up (ie, long-handled) model.  About $20 now if memory doesn't
fail me (which DOES happen with increasing & frightening
frequency.......aaaaagggggghhhhhhhh)!!
