Yes. Working in, to the extent it should be done at all, should be done
prior to planting, preferably the fall before; or lightly around new
plantings, lightly scratched in.

Best is to place materials on top, mulch over them, and let your happy
community of soil life (earthworms et al), who are the real professionals,
work it all in for you.

This works best with compost and other living materials; for rock phosphate
a bit of tillage is good to distribute the materials in the top few inches
of soil, but this should be done well in advance of planting.

Montreal, Quebec, Canada Zone 5 (Canadian) heavy clay, lotsa compost, a
toolfool and compostaholic, 6' tall 200+ pounds, married, 3 kids, (5, 8, 9
years old) teaching them swimming and soccer this summer, as well as
gardening...formerly of Zone 7 Maryland (Oxon Hill and Baltimore)...also a
chess master and teacher...it rained here today at long last, more than a
quarter of an inch, but we still need more.....:-)
