Perhaps using plant hot caps would help, when the plants are set out
take an old washed milk gallon and remove the bottom, firm it into the
soil around the tomato or pepper so it won't blow away. On bright days
remove the cap to allow for air ventilation, on cool nights and overcast
days leave the cap on. When the plants are large enough to touch the top
of the bottle they should be quite well acclimated and you can remove
the milk bottle.
I just received this advice myself a few days ago and it seems like a
sound idea. I'll be trying it out as soon as my tomatoes get a second
set of true leaves.
