yes, they're scallions. Bunching onions do grow like that, not forming
large bulbs. You can plant seeds, it's not too late. If you plant sets, be
advised that a little bit of tricky weather will cause them to bolt to
seed, ruining the onions. I don't think they have sets for scallions per
se. You can buy any onion seeds and just harvest them before they bulb up,
or get bunching onions. Oriental seed companies have good varieties of
bunching onions. Margaret L
