Hi Kurt

I don't know how practical it is in your situation, but I've heard that
putting chicken wire over an area will deter cats from digging in that
area. Their feet are tender and they won't walk on the wire. Small
seedlings grow right up through the openings in the wire without much
interference from the wire.
