starting seeds

I've got about 30 of those tiny peat pots planted with seeds.  Several
of them have germinated; the majority have not.  So, I took the
plastic off.  When do I put them under fluorescent light, now or after
they all germinate?  I remember Doreen H saying that it is essential
**not** to let the growth slow down or stop *ever*.  So that makes me
think that I should do it right away.  Please advise.  Thanks, Judy
