Robert,

Put chicken wire under your mulch and around the perimeter of your
beds. Use some landscape pins to hold the chicken wire flat and the
mulch and lawn will hide it so you won't have something unsightly in
your front yard. Cats aren't particularly fond of walking on chicken
wire and their claws catch on it when they scratch before "doing their
business".
